2024 Social Accounting Matrix for Egypt: A Nexus Project SAM

The 2024 Egypt Social Accounting Matrix (SAM) follows IFPRI's Standard Nexus SAM approach, by focusing on consistency, comparability, and transparency of data. The Nexus SAMs available on IFPRI's website separates domestic production into 42 activities. Factors are disaggregated into labor, agricultural land, and capital, with labor further disaggregated across three education-based categories. The household account is divided into 10 representative household groups: Rural and urban households across per capita consumption quintiles. Nexus SAMs support the improvement of model-based research and policy analysis in developing countries and allow for more robust cross-country comparisons of national economic structures, especially agriculture-food systems.

Coping with crisis: Livelihood vulnerabilities and food insecurity in Sudan’s current conflict

Sudan’s conflict, reignited in April 2023, represents not just a military contest between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), but a total systemic collapse that has engulfed governance, infrastructure, markets, and public services. This conflict did not arise in a vacuum. Sudan has long faced structural vulnerabilities including weak institutions, a fragile economy, and climate-related stressors such as erratic rainfall and land degradation. The war, however, accelerated these pre-existing fault lines into a full-blown crisis.

Key urban economies such as Khartoum have been devastated by airstrikes and sieges, while transport corridors and trade routes have been severed. Local governance structures in many regions have been displaced or dissolved, leaving civilians without recourse to basic services or protection. Simultaneously, the banking sector has fractured, disrupting remittances, cash transfers, and supply chains across the country. Insecurity has driven over 12.8 million people from their homes – 8.6 million internally and 3.9 million seeking refuge neighboring countries, as of May 2025 (UNHCR, 2025).

What do we know about the future of aquatic foods in global agrifood systems?

Demand for aquatic foods has increased rapidly due to population growth, rising incomes, and enhanced appreciation for the health benefits of fish. The rapid growth of aquaculture in the past two decades has been the key contributor to meeting the increasing demand for aquatic foods.

Aquatic foods are nutrient-rich, generate low emissions and impacts on land and water, and contribute to the human health, well-being, and livelihoods of rural communities.

The latest fish foresight studies provide multifaceted insights into future scenarios of technological progress, climate change, population growth, diet transformation, urbanization, investments, and policy shifts in the fish sector and the potential for fish to provide nutrition-sensitive interventions to combat food insecurity and malnutrition at the global, regional, and national level.

Further foresight studies are needed to inform policymaking and develop a deeper understanding of the role aquatic foods can play in addressing the nutritional, social, and environmental food systems challenges while navigating the trade-offs of pursuing these different goals.

What do we know about the future of wheat?

Wheat has been and will remain a major component of diets globally. It accounts for an average of 18 percent of total energy intake and 19 percent of total protein intake globally. It is the primary staple food for 1.5 billion resource-constrained people in the Global South.

Wheat represents 29 percent of the global cereals area and 14 percent of the global cropland area. It is an important crop in most agricultural areas of the world except the humid tropics and is less prominent in sub-Saharan Africa. Compared to rice and maize, it is more drought- and cold-tolerant.

Wheat will continue to be an important source of protein in 2050, even under changing diets. In meat-based diets, wheat is often part of animal feed. In plant-based diets, wheat is a source of protein.

Climate change offers both challenges and opportunities for wheat. Areas previously unsuitable for wheat production may have a comparative advantage under climate change. Similarly, some traditional wheat-growing areas may become less suitable for wheat production under climate change, especially due to heat stress. While Jägermeyr et al. (2021) indicate it can be beneficial for many existing wheat-growing areas, the impacts, for example, of increased frequency and intensity of heat waves, warmer night temperatures, and other weather anomalies are likely to counteract some of the benefits.

Some of the poorer regions of the world are historically considered to be wheat-deficit areas and will increasingly depend on imports. This is a key factor in Africa, where there is less wheat production and wheat consumption is increasing with rising incomes.

What do we know about the future of food systems in Central and West Asia and North Africa?

The subregions of Central and West Asia and North Africa (CWANA) will continue to import around 50 percent of domestic food requirements by 2050.

Natural resources will continue to degrade in the CWANA region until 2050 and beyond.

Agrifood systems transformation in CWANA can be facilitated by fast-tracking technology transfer approaches, leading to sustainable productivity growth.

Foresight analyses are needed to generate scenarios of agrifood system transformation in CWANA, with a focus on reducing trade and importation risks related to international market volatility.

Essential commodities prices, availability, and market actors’ perceptions: June 2025

This report analyzes key market trends in Sudan from February to June 2025, focusing on the prices, availability, and quality of essential commodities—cereals, vegetables, animal products, agricultural inputs, fuel, and exchange rates. Consistent with previous editions, it reveals significant spatial and temporal disparities across Sudan’s 18 states.

Cereals showed mixed trends. Wheat prices stabilized in June after a mid-May spike, while sorghum and millet fluctuated modestly. Wheat flour prices continued rising. Perceived availability and quality, particularly of wheat and wheat flour, deteriorated in June, with highest prices in conflict-affected and remote areas. Vegetables—particularly tomatoes and potatoes—experienced sharp price hikes in June, largely due to seasonal pressures and logistical disruptions. Onion prices were more stable but showed regional variation.

Animal products faced upward price pressure and volatility. Prices of lamb, beef, and eggs rose steadily; chicken and fish were erratic, and milk prices fluctuated. Availability declined, especially for beef and eggs. Perceived quality improved for meat but dropped for chicken and fish. Other staples, including sugar, cooking oil, fava beans, and oilseeds, had relatively stable trends overall, but prices varied widely by state. Sugar and fava beans rose sharply, particularly in South Kordofan and Kas sala.

Agricultural inputs showed moderate price fluctuations. Improved seed varieties remained costlier than local ones, with peaks for wheat and potato seeds. Fuel prices in parallel markets spiked in April–May before easing in June. South Kordofan and Central Darfur recorded the highest prices.

Exchange rates continued to diverge between official and parallel markets, with wide regional dis parities—Khartoum, Gedaref, and North Kordofan reported the highest parallel rates.

Rethinking delivery modalities in conflict-affected settings: Why beneficiaries in Sudan prefer digital transfers

The recent surge in armed conflicts across Africa is increasing demand for humanitarian and social assistance, creating significant pressure on humanitarian actors to deliver life-saving support amid insecurity and constrained resources. The conflict that erupted in Sudan in April 2023 between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF) has resulted in the world’s largest displacement crisis, triggering an acute and multidimensional humanitarian emergency requiring urgent and substantial international support. These armed conflicts in Africa are threatening important gains in poverty reduction made in the last few decades.

While armed conflicts and associated crises increase the need for assistance, they simultaneously undermine the capacity to deliver it. In conflict-affected settings, the operational environment is often marked by damaged infrastructure, disrupted markets, weakened institutions, and limited humanitarian access. These challenges hinder the effectiveness, targeting, and coverage of social protection and humanitarian aid programs (Ghorpade, 2017; 2020; Lind et al., 2022). Moreover, the proliferation of armed groups—including both state and non-state actors—can obstruct aid delivery or divert assistance, further limiting program reach and impact. Compounding these challenges is a widening humanitarian financing gap, driven by escalating needs and declining donor contributions. In response, development and humanitarian actors are increasingly exploring cost-effective delivery mechanisms to improve efficiency, transparency, and reach of humanitarian aid to vulnerable populations. Among these, digital transfers, including mobile money, offer promising avenues for delivering assistance in fragile settings where conventional approaches may be impractical or insecure.

This brief draws on evidence from Sudan to assess the feasibility and demand for digital transfers in humanitarian response. It explores emerging practices and offers insights for policymakers, donors, and implementing agencies aiming to adapt assistance modalities to meet the challenges of protracted crises.

Digital finance and agri-food value chains: Case studies from Kenya

Kenya’s agrifood systems are broad and diverse, including both staple food crops and high-value exports which are essential to the economic and social advancement of the nation. The agricultural sector em ploys more than 40 percent of Kenya's workforce, including more than 70 percent of rural residents, and accounts for about 33 percent of the country's GDP (FAO, 2023a; FAO, n.d.). The growth of Kenya’s agrifood system is largely driven by domestic market demand rather than exports, a trend driven by rapid urbanization and rising income opportunities in the rural nonfarm sector, which are leading to shifts in dietary preferences and are expected to further influence ongoing structural transformation (Diao et al., 2023).

Kenya’s agricultural sector is characterized by several value chains that significantly support economic output, job creation, and trade. Tea is Kenya's most significant agricultural export, contributing about 2 percent to the overall GDP and 4 percent to GDP in agriculture. Managed predominantly by the Kenya Tea Development Agency (KTDA), which oversees over 60 percent of national tea production, the sector supports approximately 6.5 million people (Tea Board of Kenya, 2024). Tea also contributes around 21 percent of Kenya's export earnings, which makes it the third-largest source of foreign exchange earnings in the nation after diaspora remittances and tourism (Kilimo News, 2024).

Digital finance and agri-food value chains: Case studies from Ethiopia

Agriculture is of paramount importance to Ethiopia’s economy. Agriculture accounts for 40 percent of the country's GDP, 80 percent of export earnings, and employs 75 percent of the population (Tamene & Ali, 2022). Crop and livestock production account for roughly 65 percent and 25 percent of agricultural GDP, respectively (International Trade Administration, 2024). Cereals account for roughly 90 percent of total grain production. Teff, known for its gluten-free nutritional aspect, takes the leading share of cereals by production area (ESS 2022). Ethiopia is also the second-largest wheat producer in Africa, following South Africa, with an expansion potential of 1.3 million hectares (Senbeta & Worku, 2023). Coffee, a crop with high cultural and economic importance in Ethiopia, accounts for 30 percent of exports and 25 percent of total employment. Ethiopia stands as Africa's leading coffee producer and among the top five coffee producing nations worldwide (Tefera & Torry, 2023).

Within Ethiopia’s overall agri-food system, most agricultural value chain activity fits the traditional definition, where subsistence farming dominates, postharvest value addition is minimal, and grain production constitutes the largest share (Barrett et al., 2022). However, some commodities in Ethiopia are progressing from traditional to transitional and modern value chains. The dairy value chain can be considered transitional, as it is characterized by a growing processing and logistics sector and emerging pre-urban supply chains (which disfavor remote regions with high production potential as they need more advanced logistics). The coffee value chain in Ethiopia can be considered as a modern value chain – i.e., characterized by product standardization and quality control aimed at the global market/export (Ambler et al., 2023; Barrett et al., 2022).

Cash transfers, gender norms, and women’s control over decision-making in Egypt

Bargaining models predict that cash transfers targeted at women can increase women’s influence in household decisions; however, empirical evidence is mixed. We employ a fuzzy regression discontinuity design to identify the causal effect of Egypt’s national cash transfer program on women’s control over household decision-making. For women without education only, the transfers have large and significant negative effects on women’s ability to influence household decisions. The program also causes a decrease in women’s labor supply and an increase in husbands’ involvement in household decisions for women who have no education, suggesting two plausible pathways for the negative effect on women’s control over household decision-making. We also find that the program has no effect on several measures of gender norms, highlighting that these norms are entrenched rather than affected by the program. Additional results reveal that the negative effects on decision-making are concentrated among women who hold more restrictive gender norms and highlight the importance of norms for understanding the effects of cash transfers on intrahousehold dynamics.

This report presents an overview of trends in prices, availability, and quality of key commodities in Sudan from February to May 2025. It covers cereals, vegetables, animal products, and other essential commodities such as cooking oil, sugar, agricultural inputs (fertilizers and seeds), fuels, and exchange rates. The analysis reveals notable spatial and temporal disparities in prices, availability, and quality across Sudan’s 18 states.

Brewing prosperity: An analysis of living income gaps among coffee smallholders in central Kenya

This study investigates the living income gap among coffee smallholders in central Kenya. It uses detailed survey data collected from coffee farmers organized in cooperatives and from coffee farm workers in Nyeri and Murang’a counties. Our analysis finds that coffee smallholders earn an average of only 109 KSh per day, just 35 percent of the 312 KSh living income benchmark, with the gap being particularly severe in Murang’a and among those with smaller landholdings. Sensitivity analyses show that enhancing prices paid to farmers and improving yields can partially reduce the income shortfall. For instance, doubling both parameters, especially when coupled with a 50 percent increase in farmers’ non-coffee income, lowers the incidence of households below the benchmark from more than 90 percent to about 67 percent. Yet, even under these relatively optimal conditions, the persistence of a significant gap underscores deep structural constraints in the local economy. Policy recommendations therefore call for a multidimensional approach that improves production efficiency, improves and stabilizes prices, promotes income diversification, and strengthens institutional support.

Regional developments: Middle East and North Africa [in 2025 GFPR]

Over the past 50 years, food and agricultural policy in the Middle East and North Africa has alternated between the dual aims of prioritizing efficiency and economic growth, and ensuring national security through food self-sufficiency and broad-based provision of staple commodities. This chapter summarizes the historical trends in policies and outcomes as the region moved from heavy state interference to a period of liberalization, first examining agricultural production and related policies and then consumers and food and nutrition policy, before concluding with emerging policy issues and research priorities.

Food value chains: Transformations in low- and middle-income countries

Food value chains (FVCs) play a critical role in food systems by linking from agricultural input providers to farmers and producers to consumers. Over the past 50 years, the economic, demographic, and policy context of FVCs in low- and middle-income countries has changed enormously. This chapter discusses major phases and revolutions that shaped the growth, structure, and importance of FVCs to economies, employment, and diets, as well as policy research issues and contributions, and looks ahead to key trends that will continue to shape FVCs.

Essential commodities prices, availability, and market actors’ perceptions: April 2025

This report presents an overview of trends in prices, availability, and quality of key commodities in Sudan during February, March, and April 2025. It covers cereals, vegetables, animal products, and essential goods such as cooking oil, sugar, agricultural inputs (fertilizers and seeds), fuels, and exchange rates. The analysis reveals notable spatial and temporal disparities in prices, availability, and quality across Sudan’s 18 states.
Cereal prices showed mixed patterns: wheat prices rose from February to March before declining in April, while sorghum and millet prices fluctuated. Wheat flour prices remained relatively stable. Spatial disparities were particularly evident for wheat and wheat flour. Traders consistently reported stable availability and quality for most cereals. Vegetable prices varied significantly. Tomato prices remained stable, potato prices were consistently higher than other vegetables, and onion prices declined steadily before rising slightly at the end of April. Spatial and temporal differences in prices were also prominent.
Meat prices continued to increase steadily, while fish prices fluctuated in line with availability. Egg prices rose gradually, while milk prices, after some initial fluctuations, declined steadily in March and April. Among agricultural inputs, wheat seed prices remained stable, whereas local sorghum seed prices rose consistently. Fertilizer prices fluctuated: urea prices experienced a modest increase fol lowed by a decline, while DAP prices rose sharply in April. Fuel prices demonstrated both temporal and spatial variability. Prices were notably higher in the parallel market, while diesel and petrol prices in the regular market were more stable, though regional differences persisted. Finally, the exchange rate analysis showed a continued premium in the parallel market, underscoring persistent foreign currency supply constraints.

Informing CAADP 2026–2035: What a decade of IFPRI Research in Africa tells us

This policy brief distills insights from a decade of IFPRI’s research and engagement across 54 African countries, offering a strategic synthesis to inform the Kampala 2026–2035 implementation phase of the Comprehensive Africa Agriculture Development Programme (CAADP). Drawing from almost 5,700 publications between 2015 and 2025, and using a combination of natural language processing (NLP), deep learning algorithms and rule-based approaches, the review maps key findings against CAADP’s six strategic objectives: (1) intensifying sustainable food production, agro-industrialization, and trade; (2) boosting investment and financing for agrifood systems transformation; (3) ensuring food and nutrition security; (4) advancing inclusivity and equitable livelihoods; (5) building resilient agrifood systems; and (6) strengthening agrifood systems governance. By aligning evidence with strategic priorities, this synthesis aims to sharpen the research and policy agenda needed to accelerate agricultural transformation, ensure food security, and deepen resilience across the continent. The review reveals areas of significant progress—such as advances innovative finance, nutrition policy, social protection design, gender equity, and market functioning—while also exposing enduring gaps in data, investment diagnostics, and imple mentation capacity. The brief is thus both a stocktaking and a springboard, harnessing what is known to guide the next phase of CAADP.

Determinants of household water and energy access and their impacts on food security and health outcomes in Sudan

This study investigates the determinants of access to safe water and reliable energy for households in Sudan using nationally representative data from a recent labor market survey. The results show that urbanization, education, and wealth significantly enhance the access households have to these essential services, while rural areas and less developed regions, particularly in the Darfur and Kordofan regions, face substantial challenges. Access to reliable energy correlates with better food security and health outcomes within households, and improved access to safe water significantly enhances the health of household members. Policy recommendations supported by these research results include targeted rural infrastructure investments, educational improvements, and regional interventions to address disparities in household access to safe water and reliable energy across Sudan.

Essential commodities prices, availability, and market actors’ perceptions: March 2025

Sudan’s market systems continue to face severe disruptions due to ongoing conflict, political instability, and economic disruptions. These challenges have led to volatile prices, limited availability of essential commodities, and rising food and fuel costs, especially in conflict-affected areas. Insecurity, infrastructure damage, and transport disruptions further exacerbate price disparities, making key goods increasingly unaffordable for vulnerable populations.
To monitor these dynamics, the International Food Policy Research Institute (IFPRI) is implementing a nationwide market monitoring initiative covering 36 markets, two in each of Sudan’s 18 states. The initiative tracks prices, availability, and quality of essential commodities, monitors exchange rate movements, and gathers qualitative insights from market actors. Each month, data is collected in two rounds: the first during the first two weeks, and the second during the last two weeks. In each round, five merchants per market are interviewed using structured questionnaires and semi-structured interviews. This fortnightly approach enables timely and consistent tracking of market trends.

Sudan faces significant challenges due to prolonged conflicts, political instability, and economic disruptions. The ongoing conflict is disrupting market systems, exacerbating price volatility, and limiting the availability of essential commodities. Supply chain disruptions, insecurity, and infrastructure damage often restrict market access and contribute to rising food and fuel costs. In conflict-affected areas, transportation and security challenges intensify price disparities, making staple foods and key agricultural inputs increasingly unaffordable, especially for vulnerable populations.

The International Food Policy Research Institute (IFPRI) is conducting a comprehensive market monitoring initiative across Sudan’s 18 states, tracking the prices and assessing the availability and quality of essential commodities, observing changes in exchange rates, and gathering qualitative insights from market actors. This report provides an overview of market trends in Sudan during February 2025. It will be updated monthly.

IFPRI strategy for engagement with CAADP 2026-2035: Supporting implementation at regional, sub-regional, and national levels

This document outlines a comprehensive strategy for the International Food Policy Research Institute (IFPRI) to support implementation of the Comprehensive Africa Agriculture Development Programme (CAADP) 2026–2035. With its renewed focus on transforming Africa’s agrifood systems, CAADP provides a framework to address criti cal challenges captured in six strategic objectives that cover sustainable food production, agro-industrialization, investment mobilization, food and nutrition security, inclusivity, resilience, and governance. Building on its long history of support to the CAADP process, IFPRI’s engagement with CAADP 2026–2035 will focus on providing evi dence, strengthening policy processes, building capacity, and supporting investment mobilization to accelerate Africa’s agrifood system transformation. This strategy identifies specific entry points and pathways through which IFPRI can contribute to achieving CAADP’s six strategic objectives including: (1) research and knowledge genera tion; (2) technical assistance and policy support; (3) capacity development; (4) investment and financing support; (5) monitoring, evaluation, and learning; and (6) stakeholder engagement and convening. Working closely with other CGIAR centers and leveraging its country and regional offices, expertise, partnerships, and extensive expe rience in Africa, IFPRI aims to play a pivotal key role in enabling CAADP’s vision of agricultural transformation and inclusive growth, contributing to food security, economic development, and resilience across the continent. By working across regional, subregional, and national levels, IFPRI will engage with partners to help translate CAADP 2025’s ambitious goals into tangible outcomes for food security, resilience, and economic growth.

Egypt: Systematic analysis of world market and domestic production shocks

This study is part of a series of country briefs by IFPRI that leverages economywide models to deliver detailed risk assessments of key economic indicators. This initial analysis evaluates vulnerabilities across economic sectors and key population groups to answer two questions: (1) How vulnerable are Egypt’s national economy and population to world market and domestic production shocks? (2) What are the largest risks to Egypt’s overall economic performance, private consumption, and reductions in poverty and undernourishment?

Gender integration in food-system policies: an adapted policy assessment framework

Food systems are complex and include multifaceted processes in food production, aggregation, processing, distribution, consumption and post-consumption disposal of food products. Ensuring gender equality within food systems is important because they connect various domains, such as health and nutrition, climate change, environment, fisheries, livestock and agriculture. This interconnectedness within food systems leads to significant implications for human health, including nutrition and diets, as well as climate and environment-related indicators. Interactions of gender within these domains complicate the equitable derivation and distribution of benefits from agricultural activities by women and men. Therefore, policies governing food systems in low- and middle-income countries need to integrate gender-responsive approaches into their design, implementation and monitoring, recognizing the multifaceted processes of food systems and how gender interacts with these processes. The existing tools and frameworks that assess gender integration within policies about food systems do not extend beyond the scope of agricultural production into other interacting domains. This working paper addresses this gap by developing an enhanced framework for evaluating gender integration in policy documents within and beyond agriculture. The thematic reach of this framework includes agriculture, livestock, fisheries, climate change, health and nutrition, environment, and natural resource management. By leveraging a gender and food-systems framework that deconstructs food-systems functions, and how they impact women and men differently, the framework offers structured guidance for incorporating gender-related considerations within policy documents relating to food systems. The framework also has implications for participatory policy processes—design, implementation and monitoring—that aim to foster gender-equitable benefits from food-systems interventions.

The impact of the African continental Free Trade Agreement: A continentwide macroeconomic assessment and distributional analysis in Nigeria and Rwanda

Africa remains the least open continent in the world, with high trade restrictions for both intra- and extra-African partners. These restrictions include both tariff and nontariff measures, as well as high transportation costs due to poor infrastructure. However, previous studies have highlighted the crucial role of intra-regional trade in boosting national economies, promoting development, and enhancing food security by increasing the availability of food and stabilizing domestic markets. In particular, informal cross-border trade, which is pervasive in Africa, contributes to food security, although further research is needed on its magnitude.

This research aims to enhance the understanding of current and future trends in Africa’s food systems, focusing on continental) trade and its impact on national economies and markets. Its objective is to assess the impact of the African Continental Free Trade Agreement (AfCFTA), the most ambitious regional trade agreement in Africa, on national economies and markets. The study uses state-of-the-art tools, includes informal cross-border trade of agricultural products, and considers realistic scenarios of trade liberalization.

The study finds that the AfCFTA’s impact will be positive, although limited. Because most African countries are already trading under preferential regimes within regional economic communities (RECs), AfCFTA primarily affects trade flows outside of these communities. We observe traditional trade diversion effects from partners outside of Africa (up to −1.68 percent) and trade creation within the continent (up to 18.48 percent). Like the agreement’s macroeconomic impacts on gross domestic product growth and trade, its effects on poverty are also limited, with more positive effects in Rwanda than in Nigeria, the two countries analyzed in the microsimulation. A gender bias is present in the results: Female-headed house-holds benefit less from the agreement than male-headed households. Given the continent’s high trans-portation costs, significant gains can occur by reducing transport margins in addition to implementing the AfCFTA. In that case, the positive results are amplified, while the negative effects are dampened.
Because AfCFTA implementation is still in early stages, more information is needed to fine-tune the results. First, it is important to examine the assumptions behind the selection of sensitive and excluded products. In the absence of official lists, which are not available for most countries, the final lists may differ from the selection made in this report, although the method we use has proven to be effective for past agreements. In addition, rules of origin and other nontariff measures will play a significant role in the future of the agreement, affecting the results and likely changing the distribution of gains and losses.

Under the gun: Military and paramilitary actors in Sudan’s agri-food system

Armed actors, including militaries and paramilitaries, are heavily entrenched in the agrifood systems of several low- and middle-income countries, often resulting in negative implications for both agricultural transformation and democratic transitions. However, the role of armed actors is overlooked in the scholarship on the governance of agricultural value chains. To address this gap, this paper focuses on the role of the Sudanese Armed Forces (SAF) and Rapid Support Forces (RSF) in Sudan's agrifood system. Through over 50 semi-structured interviews with key stakeholders, the paper traces how the SAF and RSF initially gained their foothold in the agrifood system and how they interact with each other, and the private sector across diverse value chains. We argue that these actors decide to pursue investments in certain value chains depending on the extent to which the private sector is already involved and the degree of technical complexity required to attain more profitable product upgrading. Based on these considerations, we uncover four strategies used by SAF and RSF in different value chains: exclusive capture and rent extraction, competition through biased licensing and quota allocations, acquiescence to existing private competitors when value-addition is too complex, and innovation when potential is high and the private sector is absent. We show how these strategies manifest across value chains as diverse as livestock, wheat, gum Arabic, and horticulture, with secondary applications to other commodities. Given that economic competition between SAF and RSF was a major factor in the outbreak of the 2023 armed conflict, identifying how these strategies emerged and manifested not only contributes to the literature on business-state relations but also expands insights about the political economy antecedents of large-scale conflict.

A review of gender integration in African food-system policies: insights from Nigeria, Tanzania, Egypt and Kenya

Ensuring gender equality is a crucial aspect of achieving development goals, particularly in low- and middle-income countries (LMICs). Policymaking stands as a key avenue through which governments can actively pursue gender-responsive development. In LMICs—where agriculture often plays a pivotal role in the economy, and rural livelihoods are closely tied to food value chains—the integration of gender in agricultural and food-system policies is paramount. This is particularly true for many African countries. Although many African governments have recognized the importance of gender equality in agricultural and related sectors, gender disparities still persist in these sectors. This study evaluates national policies across various sectors in Nigeria, Tanzania, Egypt and Kenya, considering gender-based distinctions in the needs and priorities of women and men. Employing tools adapted to the broader context of food systems, the analysis of 54 sectoral policy documents reveals an encouraging pattern at first glance—that 89.9 percent of documents integrate gender considerations and perspectives. However, we identify specific gaps in the integration of gender considerations in national policies related to food systems, such as agriculture, livestock, and climate change. This could differentially affect how women and men derive benefits from ongoing or future changes in the countries’ food systems.

Links between protein-source diversity, household behavior, and protein consumption inadequacy in the Indian rural semi-arid tropics

Our study analyzes the determinants, sources, and levels of protein consumption among 785 households across nine districts in six Indian states in the semi-arid tropics. We found that 80% of these households consumed less protein than recommended and relied on cereals for 60–75% of their protein intake. Notably, even when protein-rich foods are accessible to households, they still consume them insufficiently. We found that their protein intake deficiency is driven by a lack of diversity of protein sources (in particular, legumes, millets, and livestock), as well as by a dearth of women's education and role in household decision-making and low incomes and assets. We advocate for initiatives to raise nutrition awareness, empower women, and adopt a nutrition-centric farming approach.

Household wellbeing in rural Papua New Guinea: Poverty analysis from the 2023 PNG Rural Household Survey

This analysis provides the first poverty assessment using the cost of basic needs approach in Papua New Guinea in 1.5 decades. The cost of basic needs poverty methodology is the standard approach to estimating poverty in low- and middle-income countries. It aims to reflect the cost of a food basket and nonfood needs to secure a healthy life and minimum standard of living. Using the cost of basic needs approach, we calculate and compare two poverty measurements. First, we compute a standard (traditional) cost of basic needs poverty line where the food poverty line is defined by a dietary energy (calorie) threshold. Second, we extend the standard cost of basic needs approach to calculate a healthy diet food poverty line that meets both the dietary energy threshold, as well as recommended nutrition targets.

Results suggest that 43 percent of sample individuals live below the standard cost of basic needs poverty line. When recalculating the poverty line to account for a healthy diet threshold (a mix of food groups set at quantities consistent with dietary guidelines), we find that 64 percent of the sample is below the healthy diet poverty line. On average, households within the survey sample over-consume the recommended daily quantity of staples and fats, however daily consumption of vegetables, fruits, and protein-rich foods (e.g., fish, meat, nuts) fall short of recommended targets.

The above poverty analysis begs the question of what characteristics are associated with higher income earning households (we use per capita consumption-expenditure as the rural income proxy). Regression analysis suggests that greater production assets (land and labor), education, market access, and income diversification (via non-farm businesses and migrant remittances) are associated with higher household incomes. While we hypothesized that households engaged in cash crop sales (i.e. cocoa, coffee, betelnut, horticulture) would be significantly better off, we find that only cocoa farming households have significantly higher incomes.

The regression analysis reveals that facilitated access to a market is one of the most important indicators explaining per capita consumption-expenditure (i.e. income per person). Households that are more than 4 hours from a market have about 25 percent less income compared to households that are within 2 hours from a market. Conversely, households that report owning a small business (non-farm enterprise) are associated with approximately 25 percent greater consumption-expenditure per capita. While market access and income diversification are important to household incomes, weather shocks such as floods are associated with significant declines (8 percent) in per capita consumption-expenditure. Given the above results, a pilot social safety net program in more remote (greater than 4 hours from a market) and flood prone areas, where household incomes are significantly lower, may provide important insights on the most efficient mechanisms to build resilience among PNG’s vulnerable population. Including a community asset building component (e.g., building and maintenance of rural feeder roads and bridges) in the social safety net program could be tested to understand how best to support rural-urban market linkages and incentivize off-farm employment.

Understanding that a social safety net program requires significant resourcing (including financial, logistics and time), there are other opportunities to improve rural welfare within the country. Facilitating remittance transfers from migrants to rural households via electronic banking services and easing banking costs for rural households may increase remittance payments. In addition, facilitating access to primary education via reduced school fees and increasing school attendance via school feeding programs could provide greater income earning opportunities for better educated households, as well as (if designed properly) fill some of the nutrition gaps demonstrated by the large share of individuals that live under the healthy diet poverty line presented in this paper.

Man vs. machine: Experimental evidence on the quality and perceptions of AI-generated research content

Academic researchers want their research to be understood and used by non-technical audiences, but that requires communication that is more accessible in the form of non-technical and shorter summaries. The researcher must both signal the quality of the research and ensure that the content is salient by making it more readable. AI tools can improve salience; however, they can also lead to ambiguity in the signal since true effort is then difficult to observe. We implement an online factorial experiment providing non-technical audiences with a blog on an academic paper and vary the actual author of the blog from the same paper (human or ChatGPT) and whether respondents are told the blog is written by a human or AI tool. Even though AI-generated blogs are objectively of higher quality, they are rated lower, but not if the author is disclosed as AI, indicating that signaling is important and can be distorted by AI. Use of the blog does not vary by experimental arm. The findings suggest that, provided disclosure statements are included, researchers can potentially use AI to reduce effort costs without compromising signaling or salience. The effects of conflict-induced migration on food security and health related outcomes in Sudan: From displacement to despair

This study investigates the socioeconomic effects of conflict-induced migration in Sudan, focusing on the food security and access to healthcare of displaced households. Triggered by the civil conflict that started in April 2023, the recent widespread displacement of households has intensified vulnerabilities across the country. Using three datasets—the pre conflict 2022 Sudan Labor Market Panel Survey and two surveys conducted during the conflict, the 2023/24 Sudan Rural Household Survey and the 2024 Sudan Urban Household Survey—the research examines the impacts on household food security and healthcare access of migration driven by conflict. The study employs inverse probability weighting to estimate the causal impacts of migration, leveraging data from over 12,000 households. The key impact indicators at the household level were the Food Insecurity Experience Scale score and, as a measure of healthcare access, any incidence of illness in the household. Analysis shows that migration induced by conflict exacerbates food insecurity, with over 90 percent of rural households and nearly 80 percent of urban households reporting moderate to severe food insecurity. Rural households face additional challenges as displacement disrupts agricultural livelihoods and access to markets. Migration also worsens healthcare access, particularly in rural areas where displaced households experience a higher likelihood of illness. For urban households, migration fails to alleviate their healthcare challenges due to the collapse of urban healthcare systems. The study calls for urgent policy interventions, including targeted food aid and mobile healthcare services. Restoring healthcare infrastructure, expanding social protection mechanisms, and fostering peacebuilding efforts are critical to mitigating future displacement and supporting socioeconomic recovery. These findings offer valuable insights for policymakers and humanitarian actors to address the immediate and long-term needs of displaced populations in Sudan.

How agri-food value chain employment and compensation evolve with structural transformation

The traditional structural transformation narrative emphasizes inter-sectoral labor reallocation out of agriculture, ignoring whether workers exit agri-food value chains or merely migrate within them, from primary agricultural production to downstream food industries. We introduce a method to decompose multiregional input-output table data into industry-and-country-specific annual labor value added estimates by final consumer market segment – domestic food at home, domestic food away from home, or exports – and match with industry-specific employment data to estimate average worker compensation. Using data covering most of the global economy, 1993-2021, we report ten stylized facts that sharpen the traditional narrative about labor reallocation amid structural transformation. As incomes grow, labor exits primary production for downstream agri-food value chain segments that maintain a steady economywide employment share while offering jobs that pay better than farm work. Women disproportionately move from primary production to downstream, consumer-facing retail and food service, while men migrate to better-paying midstream jobs, increasing gender pay inequality within the value chain. Employment shifts are strongly associated with changes in national per capita income, but not with agricultural total factor productivity growth.

Evaluating hydropower and irrigation development in Sudan under climate change uncertainties

Hydropower and irrigation development on the Nile in Sudan can help meet growing food and energy needs. However, these potential infrastructures must be evaluated considering climate change uncertainties and multisector socioeconomic trade-offs. Increased streamflow combined with the recently constructed Grand Ethiopian Renaissance Dam would provide reliable irrigation water supplies in Sudan under most climate change scenarios but there are distributional impacts.

Impact of conflict on employment, income, and household welfare in Sudan

Sudan has been embroiled in a high-intensity conflict between the Sudanese Armed Forces (SAF) and Rapid Support Forces (RSF) since April 2023, leading to widespread displacement and an escalating humanitarian crisis. This conflict, centered on Khartoum, an economic hub contributing nearly one-third of Sudan's GDP, has caused unprecedented economic and social upheaval. As of December 2024, over 12 million1 people have been displaced, and fatalities have exceeded 29,6002. Sudan's GDP has contracted sharply, with estimates from the IMF, World Bank, and African Development Bank projecting declines of 18.3% to 37.5% in 2023 alone, compounded by further drops in 2024. Unemployment has surged from 32% in 2022 to 46% in 2023, with household incomes declining nearly 50% relative to pre-conflict levels. Urban households, especially in Khartoum, have been disproportionately affected due to the destruction of infrastructure and loss of industrial jobs, while rural households face severe disruptions in agriculture and access to essential inputs. The conflict has strained household welfare systems and exacerbated food insecurity, with many families increasingly reliant on remittances and humanitarian aid to meet basic needs. These dynamics underscore the urgent need for effective policy interventions to address both immediate humanitarian needs and long-term recovery challenges.

Real exchange rate misalignment and economic growth: An empirical analysis for Ethiopia

In both developing and developed economies, academic and policy discussions have consistently emphasized that achieving stable economic growth and maintaining internal and external balance require an exchange rate aligned with its long-term equilibrium value. This paper examines the impact of real exchange rate misalignment on Ethiopia's economic growth from 1980 to 2022. The study begins by estimating the equilibrium real exchange rate using the Behavioral Equilibrium Exchange Rate (BEER) approach to calculate the misalignments. It then analyzes the effects of these misalignments on economic growth using Vector Autoregressive (VAR) and Hansen's (2000) threshold regression model. The VAR and Impulse Response Function (IRF) analyses reveal that real exchange rate misalignments have an immediate positive impact on economic growth, which diminishes between the eighth and sixteenth years and stabilizes as a permanent long-term effect. The threshold regression results indicate that undervaluation of the Ethiopian Birr enhances economic growth up to a 13.95% deviation from the equilibrium real exchange rate, while overvaluation supports growth up to a 7.15% threshold. Beyond these limits, misalignments hinder growth. The study underscores the importance of avoiding excessive deviations from the equilibrium exchange rate to sustain economic growth. Furthermore, it highlights the need for consistent macroeconomic policies to minimize the gap between the actual and equilibrium real exchange rates. These findings emphasize the critical role of exchange rate policy in promoting sustainable economic development in Ethiopia.

Income, employment, transfers, and household welfare dynamics before and during the conflict in Sudan

This study examines the impact in Sudan of conflict on employment and incomes and the effect of remittances and assistance received by a household on its food insecurity and food consumption. The analyses use data from the 2022 Sudan Labor Market Panel Survey (SLMPS), the 2023 Sudan Rural Household Survey (SRHS), and the 2024 Sudan Urban Household Survey (SUHS). Conflict is found to significantly increase the likelihood of employment and income loss, particularly among female-headed and displaced households. Receipt of remittances does not have a significant effect on the food security or food consumption of a household. In contrast, whether a household receives assistance is associated with higher food insecurity and lower food consumption, likely reflecting the targeting of assistance programs toward vulnerable households. However, due to the cross sectional nature of the data, causal relationships cannot be established. The results highlight the need for targeted interventions to support the food security and welfare of households affected by the current conflict in Sudan, particularly through efforts to stabilize employment and incomes.

Targeting in development projects in Egypt: Approaches, challenges, and lessons learned

Effective targeting strategies are vital for almost all development programs. Universal approaches which provide aid to all individuals regardless of need are not always feasible given limited budgets and varying development priorities. Conversely, targeting directs resources to those in greatest need, ensures efficient allocation while upholding principles of social justice, equality, and the right to assistance.

This policy note summarizes the outcomes of a workshop held in Cairo on October 20, 2023, which brought together researchers, development practitioners, and policymakers. The high-level dialogue was part of the “Bridging Evidence and Policy” (BEP) seminar series, a collaborative initiative by the Egyptian Food Bank (EFB), the International Food Policy Research Institute (IFPRI), and the Sawiris Foundation for Social Development (SFSD). The BEP series serves as a platform for knowledge exchange and collaborative learning among donors, local and international implementers, and government representatives, with a focus on improving targeting in development projects. This note highlights the key discussions, offering insights into best practices and recommendations to enhance the effectiveness of program targeting.

Don’t spend it all in one place: The medium-term effects of a national cash transfer program on household well-being

Cash transfer programs are often effective at increasing household consumption in their early years, but impacts become more nuanced over time as the use of transfers varies. This paper examines the medium-term effects of Egypt’s f lagship cash transfer program, Takaful, on several measures of household wellbeing using a regression discontinuity (RD) design. Findings reveal no significant impacts on household consumption (total, food or non-food), but notable decreases in monthly wage income that are comparable in magnitude to the average monthly transfer. Employment patterns are suggestive of a decrease in hours worked in formal labour among men. There are positive effects on asset ownership, particularly productive assets, indicating a shift toward longer-term investments. Reductions in informal debt suggest improved financial health among beneficiaries and increases in enrollment in primary and preparatory school suggest increased human capital investment as well. These results underscore the potential of cash transfer programs to foster economic stability and investments in the future, even in the absence of significant immediate consumption effects.

The cluster panacea? An evaluation of three interventions in shrimp value chains in Bangladesh

Clustering farming has often been proposed as an effective way to overcome the significant transactions costs faced by downstream buyers in interacting and negotiating with many small farmers, while making it easier for extension workers and governments to dispense advice, provide upstream services and inputs. In this study, we evaluate the impact of a set of three initiatives in Bangladesh, implemented by a government department, a private sector processing firm and a not-for-profit industrial advocacy body, all involving clustering contiguous shrimp farm ponds to enable group certification necessary for global market access. We implement a canonical difference-in-differences model using two rounds of surveys of a sample of over 1,222 farmers in 2023 and 2024 to assess the impacts on pond management practices, net profits and any unintended impacts on food security and dietary diversity. Our results suggest that the cluster interventions had impressive impacts on adoption of better farm management practices. However, these do not appear to translate into significant gains in net profits, perhaps because these interventions are still relatively new. Further, it appears that cluster farmers pay a penalty on account of a shift to more intensive cultivation, represented by a loss in species diversity and lower incomes from fish and vegetables. We find that there are no significant spillover effects as yet on shrimp farmers in the same village as the clusters. This study reflects critically on the efficacy of clustering that is presumed to enhance access to global markets.

Determinants of household water and energy access and their impacts on food security and health outcomes in Sudan

This study investigates the determinants of access to safe water and reliable energy for households in Sudan using nationally representative data from a recent labor market survey. The results show that urbanization, education, and wealth significantly enhance the access households have to these essential services, while rural areas and less developed regions, particularly in the Darfur and Kordofan regions, face substantial challenges. Access to reliable energy correlates with better food security and health outcomes within households, and improved access to safe water significantly enhances the health of household members. Policy recommendations supported by these research results include targeted rural infrastructure investments, educational improvements, and regional interventions to address disparities in household access to safe water and reliable energy across Sudan.

What are the economic and poverty implications for Sudan if the conflict continues through 2024?

The conflict in Sudan, which started in April 2023, has led to severe economic repercussions, sharply reducing the country's Gross Domestic Product (GDP), employment, and household incomes and increasing the prevalence of poverty. Using an updated economywide database for Sudan, we ran an analysis of the likely economic impact of a continuation of the conflict through to the end of 2024 using two scenarios of extreme and moderate reductions in overall GDP. These reductions are triggered mainly by the ongoing conflict, which is causing additional cuts in the operations of business services and continuing disruptions to wholesale and retail services and manufacturing. The results of the analysis show a 47 percent decline in Sudan’s GDP under the extreme reduction scenario and a 13 percent decline under the moderate scenario relative to 2022 before the conflict began. Under the extreme scenario, the agrifood system GDP falls by 26 percent and employment by 50 percent, with non-farm jobs being more adversely affected. Household incomes decline significantly across all quintiles and in both rural and urban areas, with urban and richer households facing slightly higher reductions. Less-educated labor categories are severely affected, while tertiary-educated labor shows relative resilience. Poverty rates have surged, particularly in rural areas and among women, with the national poverty rate estimated to have increased by 21 percentage points under the extreme reduction scenario. To mitigate the widespread adverse impacts of the conflict on the Sudanese economy and foster long-term resilience, policies and interventions should prioritize the restoration of economic productivity, provide support for the agrifood system and employment recovery strategies, and ensure that social protection measures are accessible to all households facing increased deprivation.

Would you rather? Household choice between cash transfers or an economic inclusion program

We study households’ choice between continued cash transfers and a new economic inclusion program—two global prevalent social protection programs—offered by the Egyptian government. Lower-than-expected early adoption of the new program is correlated with differing perceptions on its design. We randomize official messaging to households describing the new program’s (i) consumption support duration and (ii) income-earning potential. Both treatments increase respondents’ likelihood of recommending the new program. A theoretical model estimated using households’ perceptions of program design predicts interest in the new program, and how it diminishes with increasing effort costs, asset loss probability, risk aversion and loss aversion.

Postharvest packaging and marketing innovation adoption in Nigeria: The case of plastic crate

Postharvest loss of horticultural crops is very high in most developing countries, and most of the loss occurs during production, harvesting, and transporting stages. Postharvest technologies (PHTs) are therefore important to reducing food loss and wastage and critical to both national and international food security agendas. This report provides the status quo of postharvest innovation adoption in Nigeria by taking the case of horticultural growers’ adoption of postharvest packaging and transportation innovation such as returnable plastic crates. Primary data were collected from 1704 farmers using a multistage random sampling technique. Our findings reveal low adoption of PHT, with only 8% of rainfed and 14% of irrigation farmers utilizing PHT for packaging and transporting perishable agricultural products. Growers who adopted PHT received a market price that was twice as high as those who did not, encouraging sustained adoption of PHT by growers. The results prove that the high costs and limited availability in rural areas, rather than awareness gap, discourage farmers from using PHT. The research suggests interventions to address these challenges by utilizing flexible distribution strategies, such as engaging small and micro enterprises to offer rental PHT services in rural areas.

Evolution of food insecurity in Sudan during the ongoing conflict

Sudan's food security landscape has been dramatically impacted by the ongoing conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), which began in April 2023. The conflict has exacerbated an already precarious situation for the country, characterized by macroeconomic instability, climate shocks, and persistent discord and tension. This policy note analyzes the evolution of food insecurity in Sudan during the conflict, drawing from analysis of four nationwide surveys conducted before and during the conflict, namely the 2022 Sudan Labor Market Panel Survey (SLMPS),1 the 2023/24 Sudan Rural Household Survey,2 the 2024 Sudan Urban Survey,3 and the recently completed 2024 Rural Household Survey. The findings highlight significant deterioration in food security across rural and urban areas of Sudan. Based on insights from these surveys, policy recommendations are offered to address food insecurity in the context of the conflict in Sudan. Before the outbreak of the conflict in 2023, Sudan was already facing significant food insecurity challenges. The 2022 SLMPS, a nationwide survey conducted in person, revealed that approximately 49 percent of Sudanese households were food secure. Factors such as high inflation, climate-related shocks, and underinvestment in agriculture have led to many households facing problems accessing sufficient healthy food, adversely affecting their food consumption. The reliance of Sudan on imports for a significant share of food consumption, coupled with a devaluating Sudanese Pound and rising inflation, strained household purchasing power, further limiting access to essential foodstuffs. Food insecurity was uneven across the country. Rural areas, where consumption of own agricultural production is essential for household food security, had higher food insecurity than urban areas. Some regions were particularly vulnerable to food insecurity, including the Darfur and Kordofan regions and Blue Nile states. Localized conflicts in these areas disrupted agricultural activities and displaced communities even before broader-scale fighting between SAF and RSF began.

The socioeconomic impact of armed conflict on Sudanese urban households: Evidence from a National Urban Household Survey

Eighteen months of war have deeply affected urban households in Sudan: 31 percent have been displaced, full-time employment has plummeted by half, over 70 percent of the urban households in Sudan had all or some of school-aged kids stop attending school, and only one out of seven urban households can access full health services—concluded a new joint study from the United Nations Development Programme (UNDP) and the International Food Policy Research Institute (IFPRI), launched today.

"The Socioeconomic Impact of Armed Conflict on Sudanese Urban Households" study provides a comprehensive assessment of how the ongoing conflict affects urban households in Sudan. With two-thirds of the fighting concentrated in cities of over 100,000 people, understanding impacts of the war on urban livelihoods is crucial for addressing both immediate economic challenges and long-term development obstacles. The study is based on analyses of a comprehensive survey of urban households across the country that both organizations conducted between May 2024 and July 2024, including 3,000 households.

Rural-urban diet convergence in Bangladesh

This paper seeks to bring concepts from economic geography and human geography into closer dialogue and apply them to the analysis of food systems. We analyze temporal and spatial patterns of diet trans formation in Bangladesh using data from nationally representative household surveys. We conceptualize diet transformation as a ‘triangle’ comprised of three elements (food purchases, diet diversification, and processed food consumption), influenced by four conditioners (time, income, non-farm employment, and space). We find that: (1) Diets are converging over time and space. food purchases, non-staples, and processed foods occupy high shares of food consumption value, irrespective of urban or rural location. Controlling for income, rural landless households and households in urban areas have very similar diets. Households in ‘peripheral’ and ‘non-peripheral’ rural areas experience similar levels of diet transformation. (2) Food purchases and processed food consumption are conditioned mainly by non-farm employment (NFE). (3) Diet diversification is positively associated with income, but not with NFE or land ownership. We characterize the spatial convergence of diets as an outcome of ‘time-space compression’ (the accelerating volume and velocity of economic and social transactions resulting from advances in transport and communications technology), and the distinct form of peri-urbanization under conditions of extremely high population density found in Bangladesh.

Challenges for private sector job matching in rural Egypt: Results from a survey of Forsa employers

Increasing formal employment for youth and women is a key goal of the Forsa pilot graduation intervention and Egyptian government policy in general. As detailed in Forsa evaluation reports, matching Takaful beneficiaries with jobs in the private sector is a major challenge on the household and on the beneficiary level. In this policy note, however, we examine the challenges from the perspective of potential employers. We review literature of the market failures that may contribute to difficulties with job matching in rural Egypt and present results from a small telephone survey of Forsa employers.

Challenges and opportunities in Nigeria’s home-grown school feeding program: Toward a more efficient and sustainable model

This paper examines Nigeria’s Home-Grown School Feeding Program (HGSFP), an initiative that enhances traditional school feeding by supporting local agriculture. Operating across federal, state, and school levels, the HGSFP sources meals from local smallholder farmers, aiming to stimulate rural economies and improve food security. The program creates demand for locally grown food, encouraging farmers to increase productivity and adopt sustainable practices while providing them with stable income.

The HGSFP has successfully expanded its impact beyond students to benefit farmers, communities, and local businesses; despite these achievements, the program still faces challenges including funding constraints, logistical issues, and monitoring difficulties. By analyzing successful implementations in other countries that are characterized by strong government support, well-developed supply chains, and active community participation, the paper offers insights for improvement. The discussion concludes with evidence-based recommendations for policymakers and program administrators. These suggestions aim to enhance the HGSFP’s effectiveness, efficiency, and long-term sustainability, ultimately contributing to Nigeria’s broader agricultural and economic development goals.

Climate risks and vulnerabilities in African agrifood systems

In an era when the impacts of climate change are becoming increasingly pronounced, understanding and mitigating climate risk is paramount, especially for regions highly vulnerable to environmental change. Africa, with its rich biodiversity and varied climates, stands on the front line, facing unique challenges posed by climate change and climate variability. The continent’s susceptibility around climate change is not just a matter of environmental concern but a multifaceted issue affecting socioeconomic development, agricultural sustainability, and the overall well-being of its inhabitants. The imperative to assess, comprehend, and adapt to these risks is more critical now than ever, necessitating a detailed analysis of various climate-related parameters and their long-term implications.

Tracking key CAADP indicators and implementation processes [In the 2024 ATOR]

In this chapter we review Africa’s progress in CAADP process implementation and on the CAADP RF indicators to highlight areas of strong performance that need to be sustained or accelerated as well as areas of weak performance that require urgent attention to enable the continent to meet its Malabo Declaration agricultural transformation goals. The chapter examines progress on 27 of the 38 CAADP RF indicators for which cross-country data are available (Table 13.2). Details of the indicators and aggregate statistics are available in the data tables in Annexes 1–3 of this report. Progress on the RF indicators is discussed across different aggregated geographic and economic groupings of African countries by comparing trends in the RF indicators during the first five years after the adoption of CAADP (2003–2008) with later subperiods (2008–2014 and 2014–2023), with a particular focus on the Malabo Declaration period of 2014–2023.

Adaptation actions to climate change in African agriculture: Effectiveness and challenges

Climate change poses a significant burden to African development and economic growth, impacting households at both national and regional levels. While accounting for only 3–4 percent of global emissions, Africa is most vulnerable to climate change due to low levels of socioeconomic growth (Kikstra et al. 2022). Africa’s vulnerability to climate change is exacerbated by its reliance on rain-fed agriculture, environmental degradation, inadequate infrastructure, widespread poverty, and increased frequency and intensity of climate-related disasters. These factors make Africa highly susceptible to climate-related disruptions such as droughts and floods and can amplify the impact of climate-related disasters on communities, economies, and ecosystems (UNECA 2013; WMO 2020). Effective adaptation strategies and risk financing mechanisms are crucial for building regional adaptive capacity and resilience.

A nutrition-sensitive circular bioeconomy for food systems transformation in Africa

Africa’s commitment to creating a sustainable and self-sufficient economy for its rapidly growing population has led to programmatic actions aimed at meeting local food, energy, and material demands sustainably and without compromising planetary boundaries (Africa Business Page 2022; Agri SA 2023). The bioeconomy has become a primary focus of this transformative blueprint, generally positioned as a vehicle for generating and using bioresources in meeting local demands for abundance, sustainable goods, and services (Gatune, Ozor, and Oriama 2021; Malabo Montpellier Panel 2022). However, the implementation momentum of the bioeconomy is incumbent on a well-planned and objective-oriented policy framework that supports generation of scientific evidence and reasonable investment structures, among other requirements for implementation (East African Community 2022; Pachón et al. 2018).

Digital tools for smallholders in Egypt: The launch of a new price monitoring tool - Mahsoly

The rapid adoption of mobile phones in agricultural and production systems provides an avenue to unlock the potential of digital innovations to transform smallholder agriculture in low- and middle-income countries. Previous research highlights how the adoption of digital tools can enhance farmers' profits and marketing outcomes by improving market efficiency through better supply and demand matching. Other research similarly emphasizes how digital innovations can facilitate agricultural transformation and transform the functioning of markets by addressing multiple forms of institutional and market failures. However, despite these advantages and the availability of numerous digital tools for agriculture, their adoption remains low and uneven across Africa, where agricultural markets are still underdeveloped. Smallholder farmers in developing countries, including Egypt, face challenges in accessing essential information, which limits their ability to leverage market opportunities and maximize profitability. Given the limited understanding of the primary challenges hindering Egyptian farmers' adoption of digital technologies and the strategies needed to enhance their access to these innovations, this paper aims to utilize an extensive survey of smallholder farmers in Egypt to: (i) examine the constraints to adoption of digital agricultural tools in Egypt; and (ii) assess the impact of farmer training programs on the awareness and adoption of digital tools, using the Mahsoly mobile application and its new price monitoring tool as a case study.

Digital literacy training to promote diffusion of digital agricultural tools to smallholder farmers

Digital innovations hold significant potential to address multiple forms of market failures. However, their adoption remains low and heterogenous across Africa. Smallholder farmers face significant barriers in accessing essential information, limiting their ability to seize market opportunities and enhance profitability. While numerous digital tools have been developed for farmers in the region, most are still in pilot phases. The landscape of digital agricultural innovations in Egypt, the focus of this study, presents a similar outlook, whereby the Egyptian market has an array of innovative digital study, presents a similar outlook, whereby the Egyptian market has an array of innovative digital agricultural tools that offer different services to farmers (including digital advisory agricultural and market services). Several demand and supply-side factors contribute to the low adoption of these digital innovations and their disparities among smallholder farmers in Africa and Egypt. On the supply side, the most important challenges include inadequate public and private investment in complementary infra-structure, unsustainable business models, and a misalignment in the pace of innovation. The most important demand-side challenges include lack of digital literacy, insufficient context-specific needs assessments, digital divide, and accessibility, usability, and user trust. User confidence and trust in digital tools is another important but understudied topic.. However, we lack empirically grounded evidence on alternative supply and demand-side interventions to enhance the adoption and scaling of digital innovations in various contexts, including Egypt.

The agricultural transformation index

Agricultural transformation, in broad terms, is the process during which the agricultural sector develops from a low-productivity, subsistence-oriented sector to a modern, commercially oriented one. It typically involves adopting advanced technologies and more sustainable and efficient production practices, and results in higher agricultural productivity per worker, agricultural diversification into high-value crops, and rising rural incomes. Importantly, agricultural transformation is also seen as a catalyst for broader economic development and a structural shift towards industrialization in developing economies. Given the central role of agricultural transformation in driving such change, as well as its contribution to development objectives such as poverty reduction, improvements in diet quality, and environmental sustainability, it is useful to measure and monitor progress on agricultural transformation. This is the purpose of the Agricultural Transformation Index (ATI), a newly developed composite index constructed from four indicators of progress on agricultural transformation: staple crop productivity, crop diversification, agricultural labor productivity, and food system expansion. Together, these indicators, which are calculated from publicly available, global datasets, can be used to examine progress over time on global, regional, and national scales. In addition to being transparent and easy to interpret, the index can be updated annually as new data is released. As demonstrated in this study, the ATI produces a plausible ranking of countries and is highly correlated with indicators of overall economic wellbeing such as GDP per capita or household-specific welfare measures such as poverty or the prevalence of undernourishment. The ATI is not only useful for identifying countries in need of support from international development partners or tracking their progress on agricultural transformation but can also highlight specific areas of agricultural transformation where technical or investment support might be directed by governments or their partners.

Cluster-based development: Lessons from country experiences for Odisha, India

Clusters are spatial aggregations of small businesses producing the same or related goods or services. Together, these businesses have the potential to contribute to economic development of rural areas by compounding the existing strengths of local producing communities. Cluster-based development has been successful where governments facilitate infrastructure and provide services to support existing clusters, often leading to spillover and expansion of these clusters to wider areas over time (Abdelaziz et al. 2021). Agrifood cluster development can occur via two broad mechanisms: (1) immanent development, where clusters of commercial farms as well as firms in the value chain that provide goods and services re quired by farms (for example, specialized production inputs, machinery, and transport), emerge spontaneously in co-located groups; and (2) organized development, where actors such as government, companies, or nongovernmental organizations (NGOs) organize producers into groups to deliver extension services, inputs, or credit or to upgrade production practices, facilitate collective action to improve terms of market access, or enable compliance with standards or forms of branding such as geographic indications.

Africa Agriculture Trade Monitor 2024

The 2024 AATM investigates critical issues related to African agricultural trade. As in previous editions of the report, we have developed a database that corrects discrepancies in trade flow values, as reported by importing and exporting countries, as the basis for analyzing Africa’s international, domestic, and regional economic community (REC) trade. Given the pressing need to address climate change and curb greenhouse gas emissions, this year’s AATM takes an in-depth look at the relationship between climate change, water use, and emissions and African agricultural trade.

Impact of climate change on trade in Africa

The literature on the complex relationship between trade and climate change is rich. While trade can affect climate change through dirty production techniques or carbon emissions due to transport (Brenton and Chemutai 2021), climate change can affect trade through its effect on agricultural productivity (Ben Zaied and Cheikh 2015; Chandio et al. 2020), production, and thus countries’ specialization (Gouel and Laborde 2021), primarily due to high temperatures and water stress (Hamududu and Ngoma 2020). As Africa is a net importer of agricultural products, the consequence is that climate change will likely affect food security in the medium and long term. Against this background, the objective of this chapter is twofold. First, we examine the extent to which African countries are exposed to climate change relative to other regions of the world. Second, we show how Africa’s comparative advantages can be altered with rising temperatures and water stress. Our main findings show that climate change effects in Africa are more pronounced than in other regions, reflected in the increase in extreme weather events associated with rising temperatures and greater variability in precipitation. These developments are likely to increase the number of food insecure people. Furthermore, we identify how climate change can affect African countries’ specialization based on products’ sensitivity to changes in temperature and their dependence on water. We show that several crops (such as leguminous vegetables, edible nuts and coconuts, groundnuts, oilseeds, and oleaginous fruits) will be affected by climate change. Other crops’ production may be less affected, but their future expansion may be limited by climate change–related factors.

Sustainable livestock development in Sudan: Challenges, opportunities, and policy priorities

Livestock in Sudan plays a crucial role in the national economy, particularly in alleviating poverty and enhancing food security. Despite its significance, the last comprehensive livestock census for the country was conducted in 1975, resulting in now outdated and often unreliable data. Recent estimates by USAID indicate that Sudan ranks among the top three African countries in terms of livestock numbers, with an estimated 105.6 million animals. The livestock population in Sudan is predominantly composed of camels, goats, sheep, and cattle. The spatial distribution of livestock is variable and influenced by local factors such as feed resources, land use, and ecological conditions. The Greater Kordofan and Greater Darfur regions have the largest livestock numbers. However, discrepancies between official statistics and field data show the need for updated and accurate livestock data. The livestock sector provides 40 percent of employment and 34 percent of Sudan’s agricultural gross domestic product (GDP). The livestock sector is a vital source of foreign exchange for the Sudanese economy through exports of livestock and livestock products. Besides its economic contributions, the livestock sector provides essential food products, including meat, eggs, and milk, and draught power for agricultural operations and transportation, particularly in rural areas. However, relative to irrigated agriculture, the sector faces challenges due to underinvestment and minimal government attention.

IFPRI's country programs: Facilitating country-led food systems transformation

In most low- and middle-income countries, agrifood systems constitute a sizable share of economic activity and serve as a primary source of livelihoods, especially for poorer members of the population. As a result, national development strategies frequently put strong emphasis on the agrifood sector to achieve key goals, such as accelerating economic growth, reducing poverty, improving food and nutrition security, and confronting climate change. This emphasis was confirmed at the 2021 United Nations Food Systems Summit, where more than 100 countries committed to transforming their food systems to make them more productive, nutrition-focused, inclusive, resilient, and sustainable, and it was further reinforced by the Food and Agriculture Declaration at COP28. To achieve these desired transformations, governments require data and research based evidence to assess the situation, identify solutions, and prioritize actions. Governments are also increasingly interested in enhancing institutional capacity to support country-led development pathways.

Regional developments [in 2024 Global Food Policy Report]

The regional section of the 2024 Global Food Policy Report examines the evolving problem of malnutrition—including undernutrition, micronutrient deficiencies, and overweight and obesity—in low- and middle-income countries across the world’s major regions. Policy interventions are highlighted that address the particular challenges and opportunities in each region, with recommendations that aim to transform food systems to make healthier, more diverse, and more sustainable diets available, affordable, accessible, and desirable for everyone, including the most vulnerable.

Africa:
Diverse diet and nutrition conditions in Africa call for targeted strategies to increase the supply, affordability, and consumption of healthy foods, especially for the most vulnerable. Addressing the high burden of micronutrient deficiencies and undernutrition in the region will require lever¬aging local, national, regional, and continental food systems to increase the supply and reduce the cost of nutritious foods. This regional section discusses the importance of contextualizing evidence-based multisectoral policy and program approaches, and strengthening people’s resilience and capacity to cope with global threats posed by climate change, conflicts, and other shocks to support a shift to sustainable healthy diets.

Middle East and North Africa:
To achieve sustainable healthy diets in the Middle East and North Africa, multifaceted policy approaches are needed to boost the resilience of food systems to frequent shocks, which raise food prices and affect diet quality. National policy responses need to consider the region’s double burden of malnutrition along with other vulnerabilities, including climate change, water scarcity, and conflict, as well as more effective targeting of social protection for the most vulnerable groups, and reform of food subsidies to improve diets.

Central Asia:
Food systems in Central Asia face serious challenges related to diet quality and nutrition. Obstacles include the high cost of a healthy diet, inadequate nutrition knowledge, unhealthy consumption habits, and domestic and regional policies. This regional section discusses the additional impact of climate change, unstable commodity markets, and a heavy reliance on remittances and undiversified trade flows, and highlights several policy interventions that have potential to transform Central Asian food systems.

South Asia:
In South Asia, where levels of malnutrition are high and rates of diet-related noncommunicable diseases are rising, a shift toward healthier, more sustainable diets will require allocating more resources to promote production and consumption of non-staple foods. This regional section explores “crop-neutral” policies that would allow farmers to respond to market sig¬nals and contribute to diversification in domestic food production that could also reduce poverty. Taxes on foods high in fat, sugar, and salt could help slow the rapid increase in consumption of these foods, and effective front-of-package labeling can promote healthy food choices.

East and Southeast Asia:
Major challenges to achieving sustainable healthy diets in East and Southeast Asia include poor food standards, lack of consideration of diets and health in trade policies, and changing food demand. This regional section highlights multi-duty policy actions that are needed to address the double burden of malnutrition and its drivers, including rapid urbanization, income growth, and environmental changes. Policy reforms must consider the needs and preferences of diverse populations in the region, support the agency of the most marginalized producers and consumers, and strengthen regional cooperation to make diverse, healthy food available and accessible for all.

Latin America and the Caribbean:
To achieve sustainable healthy diets, the Latin America and Caribbean region will require both demand- and supply-side solutions, as well as changes in food environments to increase demand for healthy foods. This regional section discusses the complex challenge of identifying the most effective policies and standards to tackle malnutrition and obstacles to accessing and affording healthy diets. It highlights the importance of clearly defining objectives, strengthening social protection programs, addressing the driv¬ers of obesity and overweight, and increasing the availability and affordability of nutritious foods, while maintaining and expanding the region’s crucial role in global food security and nutrition.

Diet affordability: Understanding the high cost of healthy diets

As new metrics of healthy diet affordability have been developed in the past five years, it is estimated that between 2 and 3 billion people worldwide — mostly in low- and middle-income countries (LMICs) — cannot afford a healthy diet. The implications for human nutrition are striking: affordability is a binding constraint to achieving a healthy diet in the world’s poorest countries. This chapter poses several questions to initiate strategic thinking on possible responses to this challenge and recommends actions to support shifts toward healthy diets in LMICs.

Review of global agricultural emission databases

Since the Industrial Revolution, the concentration of greenhouse gases (GHG) has consistently risen, leading to a 1.15°C increase in global mean temperatures by 2022. The Intergovernmental Panel on Climate Change (IPCC) confirms human activities as the primary cause of global warming, with emissions continuing to rise. Climate change has resulted in adverse impacts on various fronts, disproportionately affecting vulnerable communities. International efforts, including the United Nations Frame-work Convention on Climate Change (UNFCCC) and its Kyoto Protocol, aimed at stabilizing green-house gas concentrations. These efforts were followed by the Paris Agreement in 2015, focusing on limiting global temperature increases and relying on Nationally Determined Contributions (NDC) from countries.

The United Nations Framework Convention on Climate Change mandates Countries to develop and regularly update national inventories of greenhouse gas emissions and removals. These inventories, aligned with IPCC methodologies, serve as crucial tools for transparent reporting, building mutual trust among countries for effective climate change agreements. National GHG inventories play a vital role in policy development, monitoring impact, and tracking progress toward achieving NDCs outlined in inter-national agreements, such as the Paris Agreement.

Varying capacities for GHG inventory development among developing and developed countries, coupled with diverse reporting requirements, create challenges in data comparability. Developed countries face rigorous annual submission requirements, producing comprehensive National Inventory Reports and Common Reporting Format tables. In contrast, developing countries submit their national GHG inventories through Biennial Update Reports (BURs), and flexibility is granted to Least Developed Country Parties (LDCs) and Small Island Developing States (SIDS) regarding submission timelines. The re-porting landscape is progressing, with the introduction of the biennial transparency report (BTR) for Paris Agreement Parties. The BTR, due by December 31, 2024, will convergence in methodologies be-tween countries.

2023 IFPRI annual report

IFPRI’s 2023 Annual Report offers highlights from our research around the world and of our analysis and communications on addressing global challenges that contribute to hunger and malnutrition. In 2023, IFPRI continued the critical work on crisis and resilience-building that began with the COVID-19 pandemic, the Russia-Ukraine war, and rising food prices. Our research also continued to inform policymakers and stakeholders on climate resilience and sustainability, healthy diets and nutrition, inclusive and efficient food systems, institutions and governance, and rural transformation, all with attention to gender and the world’s most vulnerable people, with the goals of reducing poverty and ending hunger and malnutrition.

Navigating Sudan's conflict: Research insights and policy implications: Proceedings of a conference

This report synthesizes the key discussions and outcomes of the “Navigating Sudan’s Conflict: Research Insights and Policy Implications” conference, held on March 5, 2024, in Nairobi, Kenya. Convening a diverse group of experts in research, development, and humanitarian efforts, the conference aimed to explore actionable solutions for the socioeconomic challenges triggered by Sudan’s ongoing conflict. Participants at the conference delved into the conflict’s adverse impacts on agriculture, markets, employment, and food security, as well as its wider regional impacts. Notably, the conference findings underscore the urgent need for supporting smallholder farmers, stabilizing markets, generating employment opportunities, and enhancing agricultural productivity within a comprehensive recovery strategy. Furthermore, conference participants stressed the importance of innovative data gathering, collaborative policy formulation, international support, and coordination to ensure effective interventions. This report succinctly presents the interventions discussed in the conference’s research and panel discussion sessions, particularly the pivotal insights offered in each to guide policy that will build peace, strengthen resilience, and relaunch and accelerate human and economic development efforts in Sudan.

Assessing the vulnerability of national food security to international food price shocks: A new index

Recent spikes in staple food prices resulting from the invasion of Ukraine have once again highlighted the difficulty faced by low-income countries that rely on imports for a substantial portion of their food supply. To better understand which countries are most affected by higher world food prices, we propose a food import vulnerability index (FIVI). One version of the index describes the vulnerability of each country to higher world prices for each of 15 major staple foods. Another version of the FIVI is a national index, aggregating across the 15 commodities. Both are based on three components, the caloric contribution of the commodity(ies) in the national diet, the dependence on imports, and the level of moderate and severe food insecurity in the country. The values of the FIVI are calculated for 2020, the most recent year for which data are available.

The results indicate that countries are most adversely affected by increases in the world price of wheat, rice, and maize, followed by sugar, and vegetable oil. This is because the five commodities listed are both major contributors to the diet in many countries and because countries often depend on imports for a large share of the domestic requirements of these foods. Yemen, Djibouti, and Afghanistan are most vulnerable to increases in world wheat prices, while Liberia, Gambia, and Guinea-Bissau are particularly vulnerable to spikes in rice prices. In the case of maize, Zimbabwe, Lesotho, and Eswatini have the highest vulnerability score. These results should help policymakers and development partners target their efforts to reduce food import vulnerability through policies and programs to strengthen resilience.

From food subsidies to cash transfers: Assessing economy-wide benefits and trade-offs in Egypt

Food is a vital part of poor households' budgets and so subsidizing staple foods would appear to be an obvious pro-poor policy. Indeed, most countries in North Africa have prioritized large national subsidy programs for staple foods and fuels as their main social safety net. However, these programs account for significant shares of government spending and often drive fiscal deficits, especially when import prices rise. In this paper we use a dynamic Computable General Equilibrium model to evaluate the trade-offs between reducing poverty and managing fiscal balances. The modeling framework allows us to measure the efficiency costs of subsidies compared to cash transfers - switching to the latter is an emerging regional trend. We analyze these issues through a detailed case study of Egypt, where efforts to replace food subsidies with cash transfers is already underway. Data is also available in Egypt to design scenarios that realistically reflect potential targeting effectiveness and administrative costs. We show that replacing broad food subsidies with targeted cash transfers of roughly equivalent fiscal costs can improve the welfare of the poorest households, but the continuation of fiscal deficits results in a deceleration of economic growth. The latter gradually reduces welfare gains for the poor and leads to substantial welfare losses for middle-income households who lose access to subsidies without benefitting from cash transfers. Our findings highlight the political challenges facing subsidy reform programs.
